Develop and agree briefs with the design team and design suppliers, to cover scope, budget and programme, and to obtain agreement from Asset lead.
Prepare designs, reports, specifications and other deliverables to budget and programme.
Undertake optioneering and feasibility of design solutions and preparation of whole life costing.
Preparation and review of contract documentation.
Review of Traffic Management Plans, Diversion Routes and organise Temporary Traffic Regulation Orders with Highways England and Local Councils.
Deliver schemes in accordance with CPS Quality Management Processes and CPS internal standards.
Work with the Project Manager to lead the internal Gateway reviews during the design phase to ensure that they are timely and appropriate sign off is achieved at each Gateway.
To manage and monitor all resources (internal and external) for delivery to budget and programme.
To review and check deliverables from internal and external designers to ensure that designs are complete and compliant, and ensure they meet the brief and agreed outcomes, prior to submission to National Highways through the Review Process.
Report to the Desing lead, Principal Engineer and Project Manager on performance against budget and programme.

Assist Engineers in carrying out site surveys on the network.
Seek innovation and continual improvement in the delivery of schemes and techniques used in design and construction.
To take part in detailed design workshops and provide an holistic viewpoint when Principal Designer scheme reviews are being undertaken.
Liaise with all statutory bodies/authorities as required – such as Highway Authorities, Planning Authorities and statutory undertakers.
Assist in identifying and presenting schemes that need to be included in the 5 Year Asset Management Renewals Programme.
What do we need from you
Essential:
Broad skills, knowledge and understanding of highway related design areas, including design codes (DMRB/MCDHW/TSRGD etc.) relevant to highway engineering.
Knowledge of CDM and other H&S legislation.
Hold a relevant College/University vocational qualification. (MEng/MSC/BEng/BSc/HNC and HND).
Membership of an appropriate professional institution (ICE or CIHT).
Registered with the Engineering Council at IEng or CEng level or with good relevant experience and expecting to obtain IEng/CEng within 12 months from appointment.
Broad understanding of environmental requirements of highway schemes.
Appropriate recent experience in highway engineering on Local Authority or the strategic high-speed network
Understanding of environmental requirements of highway schemes.
Broad knowledge of Quality Management & IMS.
Licensed to drive in the UK or with reciprocal agreement.
Good to have:
Pavement Engineer Certificate from the institute of Asphalt Technology (however not mandatory)
Asset Management experience.
Knowledge of the use of relevant computer design applications.
Knowledge of the Traffic Signs Manual Chapter 8.
Hold appropriate CSCS card registration.
Proficient IT Skills relevant to Civil Engineering Design and Microsoft Office.
Licensed to drive in the UK or with reciprocal agreement.
Recent experience of leading small design teams and coordinating interfaces with other disciplines.
