The Senior Project HSE Manager assigned to the Mozambique LNG Project is tasked with preparing and implementing the HSE management system for the Project, as outlined below :
Implements TechnipFMC policies and programs throughout the duration and all phases of the project.
Assists the Project Director/Manager in developing the HSE leadership of the project management team.
Is the focal point of the Project Team, and in particular the Operations Team for all HSE-related matters.
Liaises with their Client counterpart to ensure Client requirements are satisfied.
Prepares and deploys the Safety campaigns designed by the Group, like the Pulse program (group safety culture program) on the project, in connection with the HSE department manager, as well as Project-specific safety campaigns as required.
Has a clear understanding of the regulatory requirements applicable to the projects in all its locations and ensures that the necessary means are defined and implemented for compliance with these regulations.
Ensures that HSE procedures and plans for the project are in place, in accordance with client requirements, TechnipFMC requirements, and that they are applied to all personnel and subcontractors.
Update where necessary and deploys the project’s HSE strategy and assists their hierarchy in defining TechnipFMC’s accountability in case of HSE incidents on the project.
Defines the necessary HSE resources for project execution.
Supports the project’s work market manager in qualifying subcontractors.
Develops and applies an action plan when necessary to align subcontractor HSE practices with TechnipFMC requirements.
Has comprehensive knowledge of the project’s HSE risks associated with manufacturing, construction, and offshore operations.
Establishes and leads the risk management process and action plan monitoring.
Sets up systems for measuring the project’s HSE performance: proactive and reactive indicators in accordance with TechnipFMC and client requirements.
Provides monthly reporting to the Client, Project Director, and Paris HSE department manager.
Under the terms of the Consortium agreement, acts as an operational leader to ensure that industry best practices are deployed for the project.
Participates or leads investigations of high potential classified accidents (SIF), according to references issued by the Group.
Plans and/or conducts audits and inspections within their scope of responsibility.
Manages and develops an international and multicultural team of HSE engineers, in-country HSE managers and officers for which they have operational responsibility.
You are meant for this job if:
Minimum 15 years of experience in HSE on Subsea Projects
Master’s degree with a specialization in Health, Safety, and Environment
Mobile for short missions abroad
Familiar with HSE specifics related to onshore and offshore construction operations
Demonstrates an operational approach to HSE
Have significant offshore and onshore (mobilization sites, yards) work experience
Mastery of TOPSET specifics (incident investigation) would be a plus
Strong leadership and communication skills, capable of leading and defending TechnipFMC’s HSE requirements throughout the project
Able to work in a very demanding and mobile environment with regular visits to Mozambique
Able to coordinate international teams in a multicultural context
Proficient in English
Experience in implementing best HSE practices, including ISO 45001 and ISO 14001 requirements
