Responsible for the planning and execution of safe and efficient pre-commissioning activities, and for supporting the Client for the Commissioning, Start-up, and Performance Testing of the facility to achieve the production and performance objectives and contractual objectives.
Key Tasks and Responsibilities:
To lead the pre-commissioning effort, to achieve the Mechanical Completion of the Plant and handover to Client
The scope comprises the pre-commissioning of the Slag Handling Unit (SLH) and the interfaces between the Wastewater Treatment Plants (WTP) and Utility systems
Responsible for the development and implementation of the Pre-Commissioning Execution Plan for the project that clearly defines the activities that will be performed by the team in the Home Office and during Site Execution to complete the objectives effectively and efficiently on the project
Performs a Contract Review and obtains clarifications from the Project Management Team on all potential risks and impacts to the project and/or to the planning, development and execution of commissioning and start-up activities on the project
Develops the pre-commissioning, commissioning, start-up and project completion schedules working closely with the project scheduler and supervises its implementation
Liaise with the WTP and SLH OEMs
Work collaboratively within the Project team and with Client to maintain positive relationships
Determines the organizational and workforce requirements to meet the objectives
Tracks the Commissioning Budget for the Pre-Commissioning work scopes
Directs the implementation of activities related to the pre-commissioning
Provide support to the Client for the commissioning, start-up, and operation & maintenance, of the Plant during the project lifecycle
Participate in the engineering design workshops and review of engineering documentation, as required
Supervise and participate in the development of the pre-commissioning & commissioning procedures
Develops with the Project Site Manager the electrical testing and procedures for all electrical systems
Directs the activities of Sub-Contractor, Supplier Servicemen and Client personnel assigned to work under his supervision until plant acceptance
Manages the development of the training program for all employees under his supervision and for Client personnel
Interfaces with all local agencies, as needed, to facilitate all required approvals and in ensuring the smooth and the successful commissioning, start-up, and operation of the facility
Liaise with the Completion Coordinator for systemization of the facility and validation of the data in the completions database
Implements procedures to deliver the overall safety of the facility and its personnel
Provides input to the “lesson learned” database
Prepares Close Out Report at the completion of the project
Essential Qualifications and Education:
Preferably possess a BSc degree in either process, mechanical or electrical engineering
Significant role in at least three (3) major projects in the oil and gas, or Steel industry demonstrating a technical broad knowledge of commissioning and start-up
Familiarization with operation of Wastewater Treatment Plant and Slag Handling Unit would be beneficial
Must have effective communication skills, able to establish confident relationships with discipline managers, technical engineers, and non-engineers
Must have good presentation skills for meetings with Project Management and Client
Must have excellent computer software skills in MS Word, Excel, PowerPoint, PDF editor, and other engineering/completions software programs
Must have excellent organizational skills and be adaptable to the needs of various discipline groups
Must have the ability to assess and communicate project requirements and expectations in a clearly defined, positive and productive manner
Capable of leading a pre-commissioning and commissioning project team
Proficiency in English, Multi-Language skills a plus
Valid Driver’s License for Site in Sweden
The project is in the Green Steel Market and the position may commence in The Hague office before transferring to Site at Boden, Sweden
