The role will be based at our Portsmouth depot, PO6 1TA. This is a senior leadership role responsible for the safe, efficient, and commercially successful operation of the contract, leading a multi-disciplinary management team delivering day-to-day highways maintenance across the network.<\/p>\n<p>You will work closely with:<\/p>\n<ul data-start=\"616\" data-end=\"711\">\n<li data-start=\"616\" data-end=\"643\">Portsmouth City Council<\/li>\n<li data-start=\"644\" data-end=\"664\">The SPV (Ensign)<\/li>\n<li data-start=\"665\" data-end=\"690\">Supply chain partners<\/li>\n<li data-start=\"691\" data-end=\"711\">Key stakeholders<\/li>\n<\/ul>\n<p>to ensure contractual requirements are met, performance targets are achieved, and customer expectations are exceeded.<\/p>\n<p>The role covers the full scope of contract delivery, including:<\/p>\n<ul data-start=\"897\" data-end=\"1070\">\n<li data-start=\"897\" data-end=\"917\">Asset management<\/li>\n<li data-start=\"918\" data-end=\"954\">Reactive and planned maintenance<\/li>\n<li data-start=\"955\" data-end=\"974\">Scheme delivery<\/li>\n<li data-start=\"975\" data-end=\"1015\">Incident and severe weather response<\/li>\n<li data-start=\"1016\" data-end=\"1070\">Full responsibility for the PFI handback programme<\/li>\n<\/ul>\n<p>As a visible leader and safety ambassador, you will set the standard for health, safety, quality, and customer service, while maintaining strong control of:<\/p>\n<ul data-start=\"1230\" data-end=\"1293\">\n<li data-start=\"1230\" data-end=\"1255\">Financial performance<\/li>\n<li data-start=\"1256\" data-end=\"1267\">Budgets<\/li>\n<li data-start=\"1268\" data-end=\"1293\">Commercial governance<\/li>\n<\/ul>\n<p>You will develop and lead a high-performing Senior Management Team, drive continuous improvement, and play a key role within the Local Roads AM&amp;S senior leadership team, contributing to best practice and strategic delivery across the business.<\/p>\n<hr data-start=\"1540\" data-end=\"1543\" \/>\n<p data-start=\"1545\" data-end=\"1570\"><strong>Main Responsibilities<\/strong><\/p>\n<p>The Business Manager will:<\/p>\n<ul data-start=\"1600\" data-end=\"1953\">\n<li data-start=\"1600\" data-end=\"1770\">Ensure the availability and effective deployment of contract-dedicated and corporate resources throughout the contract term to meet or exceed contractual requirements<\/li>\n<li data-start=\"1771\" data-end=\"1953\">Establish and lead a strong, empowered Senior Management Team capable of delivering the contract\u2019s ambitions, including all commitments set out in the handback programme proposal<\/li>\n<\/ul>\n<p>A core element of the role is to facilitate strong collaboration with:<\/p>\n<ul data-start=\"2027\" data-end=\"2102\">\n<li data-start=\"2027\" data-end=\"2041\">The Client<\/li>\n<li data-start=\"2042\" data-end=\"2053\">The SPV<\/li>\n<li data-start=\"2054\" data-end=\"2079\">Supply chain partners<\/li>\n<li data-start=\"2080\" data-end=\"2102\">Local stakeholders<\/li>\n<\/ul>\n<p>supporting customer satisfaction and effective reputation management.<\/p>\n<p>You will:<\/p>\n<ul data-start=\"2186\" success.<\/p>\n<hr data-start=\"3147\" data-end=\"3150\" \/>\n<p data-start=\"3152\" data-end=\"3171\"><strong>Ideal Candidate<\/strong><\/p>\n<p>The successful candidate will be:<\/p>\n<ul data-start=\"3208\" data-end=\"3419\">\n<li data-start=\"3208\" data-end=\"3329\">An experienced Highways professional with a proven track record of leading complex local roads or PFI-style contracts<\/li>\n<li data-start=\"3330\" data-end=\"3374\">Educated to degree level (or equivalent)<\/li>\n<li data-start=\"3375\" data-end=\"3419\">A member of a relevant professional body<\/li>\n<\/ul>\n<p>You will bring:<\/p>\n<ul data-start=\"3438\" data-end=\"3575\">\n<li data-start=\"3438\" data-end=\"3480\">Strong commercial and financial acumen<\/li>\n<li data-start=\"3481\" data-end=\"3520\">Solid project management experience<\/li>\n<li data-start=\"3521\" data-end=\"3575\">A clear commitment to health and safety leadership<\/li>\n<\/ul>\n<p>Experience of Lean
